The University of Oxford has confirmed that Marcos “did not complete his degree” in Philosophy, Politics and Economics and was granted a Special Diploma in Social Studies in 1978. Oxford said the special diploma was “not a full graduate diploma” and that “there is no recorded link” between the two certifications.
