Sa 2021 audit report nito noong 2021, inutusan ng COA ang NYC na i-refund ang ilang partikular na halaga ng mga hindi awtorisado o hindi napatunayang prepaid load cards pati na rin ang mga irregular at hindi kinakailangang paggasta. Dati na itong naglabas ng mga notice of disallowance matapos i-flag ang labis na paniningil kaugnay ng mga biyahe at pagkain noong 2018 at "mga gastos na hindi alinsunod sa umiiral na mga patakaran at regulasyon ng gobyerno" noong 2019.
