The Republicans’ vote against the amendment didn’t hand President Donald Trump the legal right to deport U.S. citizens. Current jurisprudence bars the deportation of U.S. citizens. Overturning that would require the U.S. Supreme Court — not just one committee of one chamber of Congress — to act.
