Ang 25-centavo flood tax ay ipinataw sa loob ng 15 taon sa ilalim ng Presidential Decree No. 18, na nilagdaan noong Okt. 7, 1972 ni dating pangulong Ferdinand Marcos Sr., na lumikha ng Metropolitan Manila Flood Control and Drainage Council. Maaaring napagkamalan ni Sen. Ramon Revilla Jr. ang flood control tax na may hiwalay na 25-centavo fee, na galing din sa movie ticket sales, na ipinatupad bilang "cultural development tax (CDT)" noong 1982 noong gobernador ng Metro Manila si Imelda Marcos.
