What Vera Files found

A reverse image search of the photo revealed that it was actually taken in December 2019, as shown in a Facebook post of the Cagayan Provincial Information Office. During this time, many towns in the province experienced massive flooding after the Cagayan River and some nearby tributaries overflowed due to monsoon rains and Typhoon Tisoy.
