While the Court of Appeals (CA), in a June 2019 ruling, indeed said there was lack of substantial evidence to establish that the government violated and threatened the rights to life, liberty, security and privacy of the petitioning human rights groups, nowhere in the decision says there is no red-tagging. The CA decision has been pending review by the Supreme Court since July 2020.
