The Supreme Court, in its 1997 ruling on the case, noted that the Bureau of Internal Revenue (BIR) issued around 30 notices of levy to “satisfy” the estate tax and deficiency income taxes on the properties of the Marcoses. Marcos was already serving his term as congressman of Ilocos Norte's second district in 1993 when the notices were served.
