The posted photo is an old one. The incident in the photo happened in 2016, and the person in the photo is Dr. Jagdish Sonkar, who was then the sub-divisional magistrate of Ramanujganj in the Balrampur district (Chhattisgarh). He is an IAS officer of the 2013 batch
