The person talking in the video is Mufti Raees Ahmad Qasmi (Jamiat Ulema-e-Hind, Dehradun); he is not Delhi Qazi. The video is from 2019 when he spoke to the media in Dehradun in the context of the Tabrez Ansari lynching incident. A case was also booked against Mufti Raees Ahmad Qasmi after this speech
