The video does not show a protest against the new UGC Regulations, 2026. It actually depicts a Congress protest held in December 2025 in Raipur, Chhattisgarh, over the National Herald case. During this protest, Congress workers, including NSUI members, smeared black ink on posters of Prime Minister Narendra Modi and Union Home Minister Amit Shah. Former Chhattisgarh Chief Minister Bhupesh Baghel was also present at the demonstration.
