PolitiFact says: The Obama administration adopted a rule requiring high-hazard cargo trains to have electronic brakes by 2023. Trump later repealed that rule. However, this rule would not have applied to the train that derailed in Ohio.
PolitiFact says: When Social Security runs a deficit, it relies on its reserve funds that the Treasury Department holds in government bonds. Treasury has to borrow money to repay the bonds, which adds to the federal deficit.
